Digital Emissions Accounting Strengthens Climate Governance in Northeast Iceland

The municipalities of Northeast Iceland are taking a major step towards data-driven climate action through the implementation of a shared digital emissions accounting system. The Association of Municipalities in Northeast Iceland (SSNE) has entered into an agreement with the Icelandic environmental technology company Laufið to deploy an automated greenhouse gas accounting platform across all ten municipalities in the region.

The new system will calculate greenhouse gas emissions generated by municipal operations, providing local authorities with a consistent and reliable overview of their climate impact. By automating data ollection, emissions calculations, and reporting processes, the platform will reduce the administrative burden associated with greenhouse gas accounting while improving the quality and transparency of climate-related information. The solution, known as KOLKA, is being implemented through a coordinated regional approach. The platform includes tools for collecting operational data, calculating emissions, and generating key performance indicators that support climate reporting and decision-making. Historical data from the previous five years will be incorporated into the system, providing municipalities with a valuable baseline for monitoring long-term trends and measuring progress.

The initiative is closely linked to the recently adopted Climate Strategy for Northeast Iceland, where digital emissions accounting has been identified as a key instrument for implementing and monitoring municipal climate action. Access to high-quality emissions data will enable municipalities to identify the most significant emission sources, prioritise effective mitigation measures, and assess the impact of climate investments over time.

One of the most valuable aspects of the project is its regional scale. By applying a common methodology and reporting framework across all ten municipalities,the initiative will improve comparability, support knowledge sharing, and strengthen cooperation on climate issues. The system will also facilitate reporting to national authorities and provide a stronger evidence base for future climate policies and investments.

As municipalities across Europe seek practical tools for implementing climate commitments, the Northeast Iceland model demonstrates how regional cooperation and digital solutions can help transform climate ambitions into measurable and transparent action.
