Municipalities play a key role in public services, operations, and administration. They hold planning authority within their jurisdictions and, for that reason alone, are a major link in achieving meaningful progress in climate issues.
Despite a legal requirement, now nearly seven years old, that municipalities must adopt climate policies and action plans, it appears that only about a quarter of municipalities have a valid climate action plan, according to a survey commissioned by the Icelandic Association of Local Authorities almost a year ago (see news on the Association’s website from October 29 last year, link: https://www.samband.is/frettir/stada-loftslagsmala-hja-sveitarfelogum-nidurstodur-konnunar)).
Experience also shows that actions that have been approved generally do not make it into municipal budgets and therefore are not implemented.
